Enabled - USE DATABASE feature on sim unlock for all phones.
Now user can use Modem database (usually it come with factory firmwares) to sim unlock phone.

Enabled - USE DATABASE feature to repair IMEI for all phones.
Now user can use Modem database (usually it come with factory firmwares) to repair imei.
This feature must work on all CPU, including MT6739 and other new CPU.
